| President Bush has vetoed a 2008 education budget bill that many advocates had championed for its proposed increases in student financial aid and college-access programs, but that he said was too expensive. It was unclear at press time if the House and Senate could muster a two-thirds majority to bring into law the bill that would have raised the maximum Pell Grant to $4,925.
Meanwhile, House Democrats are proposing new legislation to strengthen college-access programs and authorize more funding for many initiatives aimed at low-income college students.
The College Opportunity and Affordability Act would allow year-round Pell Grants, among other things.
