PHYLLIS CARTER has been named vice president for Administration & Finance and chief financial officer at San Francisco State University (SFSU). She previously worked as a board member of the Diablo Valley College (DVC) Foundation. Carter holds a B.S. from the University of Missouri and an advanced certificate and M.B.A. from Washington University.
