RHEA BALLARD-THROWER has been named university librarian and dean of libraries at the University of Illinois Chicago. Currently the executive director of the Howard University Library System and a tenured professor at Howard’s law school, she holds a master of library and information science degree from the University of Michigan and a law degree from the University of Kentucky.
