N.Y. Lawmakers Reject Cap on Private Tuition

State Senate and Assembly majorities have rejected Gov. Andrew M. Cuomo’s proposal to force private colleges and universities to impose a limit on increasing tuition or risk the loss of state aid for its students.

Separate from the Excelsior Scholarship proposal, but related to it, is essentially a tuition cap where Gov. Cuomo proposed to cut “Bundy Aid” to institutions with annual tuition increases above $500 or the Higher Education Price Index (HEPI), whichever is greater.
