Veteran Complains School Won’t Refund GI Bill

It’s been more than five months since disabled Army veteran Curtis Owens enrolled in the Barber Institute of Texas.

In that time, the U.S. Department of Veterans Affairs has paid $24,325 for Owens’ tuition, fees, books and supplies to the institute. But despite attending 236 hours of class time, records show Owens has none of the 35 credit hours he was to earn.
