âOnce upon a time there was a little girl who wanted to know why some people had jobs and others didnât, so she took a course in economics. The textbook said that if you went to school and did the right things, youâd get a job. But she said, `that canât be right. I have four cousins in Chicago who finished school, who finished training programs, and who still donât have jobs.â So she studied some more.â

A white male student at Northern Virginia Community College is charging that a minority scholarship program at the school violates his constitutional rights, pointing to a federal court ruling that banned a university from awarding publicly-funded scholarships exclusively to African Americans.

Finding a solution to the low academic performance and graduation rates of African-American and other non-white students is by far the most pervasive issue confronting schools and local communities today. With approximately 40 percent of the nationâs African-American students enrolled in fifty of the nationâs largest urban school districts, this is clearly a problem that needs immediate resolution in major metropolitan areas.
