Tucked into a U.S. House of Representatives higher education bill this week is a plan to scuttle a controversial evaluation of the Upward Bound program that would require grantees to enroll twice as many students as necessary and then provide no services to some of the youth as part of a research experiment.

Hispanic Students Hungry for College
WASHINGTON, D.C. Some 98 percent of Hispanic high school students say they want to attend college, according to a new study. But according to the 2004 U.S. Census Bureau report, only 25 percent of Hispanics are currently enrolled at the nation’s colleges and universities. Activists are now trying to bridge that gap by addressing the factors that impede Hispanic students from fulfilling their dream of pursing a higher education.

New U.S. Department of Education plans to recruit students to Upward Bound but only serve half of them as part of a test of the program’s effectiveness is generating strong opposition from grantees and advocates, who fear that the changes will undermine a 40-year-old initiative that promotes college awareness and preparation for low-income students.
