WASHINGTON
First Lady Laura Bush presented Eastern Connecticut State University with the 2004 Coming Up Taller Awards in honor of its ConnCAP program, designed to increase college awareness among urban youth. The President’s Committee on the Arts and Humanities (PCAH), the National Endowment for the Humanities, and the Institute of Museum and Library Services confer the award annually.
