RICK W. SMITH SR. has been appointed vice president for institutional advancement and community relations at Pennsylvania Regional College. Formerly vice president of institutional advancement, development and athletics at Kentucky State University, Smith holds a bachelor’s from the University of Louisville, a master’s from Kennedy Western University and a master’s from the Lilly School of Philanthropy at Indiana University-Purdue University.
