Professional Appointments

Dr. Lillian Archer has been named an American Council on Education (ACE) Fellow for the 2003-2004 academic year. The program prepares faculty and senior administrators for positions in college and university administration. Archer earned a bachelor’s from Morgan State University, a master’s from the College of Notre Dame (Md.) and a doctorate also from Morgan State.
Clarence D. Armbrister has been appointed senior vice president at Temple University. Most recently, Armbrister was director of UBS PaineWebber’s Municipal Securities Group in Philadelphia, where he was responsible for nationwide underwriting for the public education market. He earned a bachelor’s from the University of Pennsylvania and a law degree from the University of Michigan.
Dr. Franklin D. Chambers has been appointed vice provost for student affairs at Howard University in Washington. Most recently, Chambers served as interim dean of residence life at Howard. Chambers holds a bachelor’s from California State University-Northridge, and a master’s and doctorate from Howard.
Dr. Andrea Rye has been named assistant vice president for academic affairs at Shoreline Community College in Seattle. Most recently, she served as interim assistant vice president for academic affairs. Rye earned a bachelor’s from Seattle University, a master’s from the University of Washington and a doctorate from Oregon State University.
Dr. J. Chris Toe has been named the new president of Strayer University in Virginia. Previously, he served in a number of positions at Strayer including provost and academic dean. He earned a bachelor’s from the University of Liberia and a master’s and doctorate both from Texas Tech University.
Dr. Jennifer Wimbish has been named president of Cedar Valley College in Dallas. Most recently, she served as chief academic officer and interim provost at Michigan’s Lansing Community College. She has a bachelor’s from Hampton University, a master’s from Texas A&M University-Kingsville and a doctorate from Michigan State University.
