New Report Highlights Critical Role of HBCUs, TCUs, and MSIs in Student Success and Economic Mobility

Dr. Ted MitchellDr. Ted MitchellA new report released by the American Council on Education (ACE) and the MSI Data Project at New York University reveals that Historically Black Colleges and Universities (HBCUs), Tribal Colleges and Universities (TCUs), and Minority-Serving Institutions (MSIs) play a crucial role in advancing economic mobility for students of color, despite operating with limited resources.

The report, "Pathways to Opportunity: Examining Students' Academic and Economic Outcomes at HBCUs, TCUs, and MSIs," found that these institutions consistently outperform non-minority serving institutions in awarding degrees to their target populations and providing pathways to economic success for underrepresented students.

"HBCUs, TCUs, and MSIs play a fundamental role in expanding access to higher education and economic opportunity," said ACE President Dr. Ted Mitchell. "Despite facing significant resource constraints, these institutions consistently deliver strong outcomes, equipping students with the tools they need to thrive academically and professionally."

The analysis revealed that institutions receiving federal funding through MSI designations provide better outcomes compared to eligible institutions that don't receive funding, with both groups showing stronger results than non-MSIs. For example, the average graduation rate for Pell Grant recipients at funded HSI STEM institutions was 45.2%, compared to 42.5% at eligible but unfunded institutions.

Labor market outcomes were equally impressive. Graduates from funded MSIs experienced significant economic benefits, with median earnings often higher than peers from similar institutions. Among four-year institutions, funded ANNHSIs (Alaska Native and Native Hawaiian-Serving Institutions) saw 68.9% of their former students earning more than high school graduates, compared to just 56.6% from eligible-but-unfunded institutions.

The degree attainment gap between MSIs and non-MSIs was particularly striking. HBCUs awarded an average of 455 bachelor's degrees to Black students, compared to 146 at non-MSIs. Hispanic-Serving Institutions awarded an average of 944 bachelor's degrees to Hispanic students, compared to just 166 at non-MSIs.

"Our study demonstrates the vital role that these institutions play in expanding educational access and fostering economic mobility for students," said Mike Hoa Nguyen, principal investigator at the MSI Data Project and assistant professor of education at New York University. "What makes this study particularly significant is that it offers a more comprehensive approach—examining MSIs that are often overlooked in research and distinguishing between institutions that are funded, eligible, and non-MSIs."

The report also highlights the important role these institutions play as transfer destinations. TCUs enrolled nearly nine times as many Native American transfer students as non-MSIs, while funded HSIs accepted an average of 687 Hispanic or Latino transfer students, compared with only 94 at non-MSIs.

Community colleges with MSI designations showed similar patterns of success. Funded two-year HSIs awarded 707 associate degrees to Hispanic or Latino students on average, compared to just 60 at non-MSIs. Similar disparities were found across all racial and ethnic groups served by various MSI designations.

"As this report makes clear, investment in HBCUs, TCUs, and MSIs is an investment in the nation's future," said Dr. Hironao Okahana, vice president and executive director of ACE's Education Futures Lab and one of the report's authors. "By ensuring that these institutions receive the funding they need, we can sustain and expand their transformative impact on student success."

The study builds upon previous ACE research and leverages data from the MSI Data Project to analyze postsecondary outcomes including degree completion, labor market earnings, and transfer rates. The findings underscore the need for increased federal and philanthropic investment in these institutions, which have historically operated with fewer resources than their counterparts despite their documented contributions to higher education equity and economic mobility.

With nearly 20 percent of all higher education institutions qualifying as HBCUs, TCUs, or MSIs, and these institutions enrolling over half of all undergraduate students of color, their impact on American higher education and the economic prospects of underrepresented students cannot be overstated. The report makes clear that expanding financial support to these institutions will enhance student success, improve workforce outcomes, and create greater economic opportunities for communities nationwide.
